Key Takeaways
- On Lake LBJ, start with the lot: slope and limestone set much of the cost before design begins.
- Read the deed restrictions and check the FEMA flood zone before closing on a lakeside lot.
- Inside Horseshoe Bay city limits, the city's Development Services Department issues building permits.
- At The Trails, every house follows one architectural standard developed with Dick Clark + Associates, so buyers know what will be built next door.
On Lake LBJ the lot decides most of what the house can be: how it sits to the water and the afternoon sun, how much limestone lies under the topsoil, and which rules govern what goes on it. Buyers who start with a floor plan and then look for land often end up redrawing the plan. Starting with the land saves that round.
Where Can You Build a Custom Home on Lake LBJ?
Building lots come up on and near the water in Horseshoe Bay, Kingsland, Granite Shoals, Highland Haven and Sunrise Beach. The rules attached to them range from full architectural review in gated communities to little beyond deed restrictions in unincorporated areas, and that range matters as much as the view when you compare lots. Our guide to Lake LBJ communities describes what each one is built around.
At The Trails of Horseshoe Bay, homesites run from about two-thirds of an acre to just over five, and every house follows one architectural standard developed with Dick Clark + Associates. The community calls it Modern Texas Vernacular: native limestone, weathered steel, expansive glass and natural timber in clean lines intended to hold up for decades. Because the standard applies to every lot, a buyer knows what will be built next door. Builders and developers looking for larger ground can turn to Phase 4.

From Lot to House: The Sequence on Lake LBJ
This sequence holds for most custom homes on the lake. Skipping ahead, usually to design before due diligence, is where projects lose time.
- Due diligence before closing. Order a survey and title work, read the deed restrictions and any design guidelines, confirm utilities (water, sewer or septic, electric and fiber) and check the FEMA flood map for lots near the water.
- Design. Hire an architect or a design-build firm. Our comparison of design-build and architect-led projects on Lake LBJ explains the trade-offs.
- Design review, if the community has one. Submit early drawings, not final ones, so changes are cheap.
- Permits. Inside Horseshoe Bay city limits, the city's Development Services Department handles building permits, plan review and inspections. Outside city limits, check with Llano or Burnet County, along with any community approvals the project needs.
- Construction. Our guide to choosing a custom home builder in Horseshoe Bay covers licensing, contracts and references.
- The dock. A private residential dock of 1,500 square feet or less on Lake LBJ needs no LCRA permit but must meet LCRA's safety standards, including a 50-foot limit on how far it reaches from shore. Our guide to Lake LBJ docks and boat slips has the details.
Building for Hill Country Ground and Weather
Limestone often sits close to the surface here, and it shapes the budget before a wall goes up: excavation takes longer, foundations need engineering for rock, and septic design depends on how much soil there is to work with. Ask for a geotechnical report early, while the lot is still under contract if you can.
Slope is the next consideration. Many lake lots fall toward the water, which is what gives them their views, and the same fall means planning for drainage, retaining walls and how a driveway will climb. Heat follows. Summer afternoons are long, so west-facing glass needs deep overhangs or porches, and native plants and stone hold up with far less water than turf. For a lot in a mapped flood zone, expect a floodplain permit and an elevation certificate before construction can begin.
